Quick answer: LRS Telangana is the Layout Regularisation Scheme for plots in unapproved or illegal layouts, set up under G.O.Ms.No.131 dated 31 August 2020. It covers plots whose sale deeds were registered on or before 26 August 2020, and as of October 2026 a 25% rebate on charges is reported to be open to 2020 applicants until 30 November 2026. Without regularisation, such plots cannot get building permission.
If you own, or are about to buy, a plot in a layout that never had HMDA, DTCP or other authority approval, this guide explains where the scheme stands, what it costs, how to check your application, and why buying an unregularised plot is risky.

What is LRS in Telangana?
The Layout Regularisation Scheme lets owners of plots in unapproved layouts pay penal and development charges so the plot is brought into the planned-development system. Per the official LRS portal FAQ, an unapproved or illegal layout includes:
- land subdivided into plots without permission from the competent authority (municipal corporation, municipality, UDA, HMDA or DTCP);
- tentatively approved layouts where plots were sold before final approval; and
- gram panchayat layouts made without prior technical approval of DTCP, a UDA or HMDA.
That last point catches many buyers. A gram panchayat “approval” on its own is not a valid layout approval. Our explainer on HMDA plot vs gram panchayat plot covers the difference in detail.
Who must apply for lrs telangana?
You need LRS if your plot sits in an unapproved layout and you want building permission or civic services. The official FAQ is explicit on the consequences of not regularising:
- No building permission will be given.
- No regular water supply connections, roads, drainage or streetlights will be extended.
- No registration of such plots by sale will be permitted.
Some plots cannot be regularised at all. According to the portal FAQ, these include plots carved out of open spaces in an approved layout, plots blocking a layout road, plots in a layout that was changed on the ground after approval, and plots affected by a master plan road. Government guidelines issued in 2025 also asked officials to screen survey numbers next to government land and within 200 metres of lakes and water bodies.

As of this writing (October 2026), the latest public report says the 25% rebate is available to 2020 applicants until 30 November 2026. We could not find the government order for this extension, so confirm on the official LRS portal or at your municipality before paying.
How much does LRS cost?
There are two parts:
- Application fee (2020 round): Rs 1,000 for an individual plot and Rs 10,000 for a whole layout, paid at the time of applying. The 2020 application window has closed.
- Regularisation charges: penal charges (betterment and development charges) and, where the layout lacks the required open space, pro-rata open space charges. The portal FAQ says the method of calculation is set out in G.O.Ms.No.131. The amount depends on plot size, land value and location, so there is no single fee to quote.
The 25% rebate applies to the regularisation and pro-rata open space charges, not to the original application fee. Under the 2025 amendment, applicants may also pay the pro-rata open space charge at the time of obtaining building permission. Payment can also be made at sub-registrar offices, which ministers recommended in February 2025 to avoid multiple office visits.
How do I check LRS status in Telangana?
- Open lrs telangana.gov.in and click Application Search.
- Choose whether you know your application number.
- If yes, enter the application number.
- If not, choose “other details”: select the authority (GHMC, a municipality, or panchayat area), then zone, or district, mandal and village, and search.
- Note the status: under scrutiny, fee intimation issued, shortfall, approved or rejected.
If a fee intimation has been issued, pay within the rebate window if you qualify. If the status shows a shortfall, upload the missing documents. For HMDA-area applications, HMDA also lists an LRS help desk on its website.
Why are unregularised plots risky to buy?
A plot in an unapproved layout may be cheaper, but the discount comes with real problems:
- No building permission. You may own land you cannot legally build on.
- Registration hurdles. The rules make regularisation a precondition for sale registration, with only limited exceptions added in 2025.
- Infrastructure gaps. Roads, drainage and water lines are not extended to unregularised areas, and open space may be missing altogether.
- No new entry into LRS 2020. If you buy now, you are not a 2020 applicant. The official FAQ says the scheme does not cover plots bought after the notification date.
- Lending. Banks generally lend against approved layouts and sanctioned buildings, so an unregularised plot may not get a plot or construction loan. Our home loan guide explains what lenders look for.
- Hidden extras. Pending regularisation charges, open space charges and penalties may fall on you after purchase.
Before you buy, ask for the LRS application number and a printout of its status, check the encumbrance certificate, and budget for stamp duty and fees using our Telangana registration charges guide. If the seller cannot show either a layout approval number or a regularisation proceeding, treat the plot as unapproved.
LRS checklist before buying a plot
| Document | What to look for |
|---|---|
| Layout approval or LRS proceedings | LP number, or LRS proceeding number for this exact plot |
| LRS application status printout | Fee paid, approved, no shortfall |
| Registered sale deed (link documents) | Seller’s deed dated on or before 26 Aug 2020 for LRS 2020 eligibility |
| Encumbrance certificate | No loans, mortgages or litigation recorded |
| Layout sketch | Plot is not on a road, open space or master plan road alignment |
Frequently asked questions
What is lrs telangana?
LRS is the Layout Regularisation Scheme notified under G.O.Ms.No.131 dated 31 August 2020. It lets owners of plots in unapproved or illegal layouts pay regularisation and open space charges so the plot is recognised for building permission and civic services. It applies to plots with registered sale deeds executed on or before 26 August 2020.
What is the last date for the lrs telangana 25% rebate?
The latest report, from Deccan Chronicle on 31 July 2026, says the 25% rebate for 2020 lrs telangana applicants has been extended to 30 November 2026. The government order was not publicly available when we checked, so confirm the current deadline on lrs telangana.gov.in or with your municipality before paying.
Can I apply for lrs telangana now if I did not apply in 2020?
The lrs telangana 2020 application window closed in 2020. However, the February 2025 amendment allows unregistered plots in a layout to be registered with regularisation charges collected at the sub-registrar office, if at least 10% of that layout’s plots were sold by registered deed on or before 26 August 2020.
How do I check my lrs telangana application status?
Go to lrs telangana.gov.in and click Application Search. Enter your application number, or search using other details: authority, then zone, or district, mandal and village. The status will show whether scrutiny is pending, a fee intimation has been issued, documents are short, or the plot has been regularised.
What happens if I do not regularise my plot?
According to the official lrs telangana FAQ, unregularised plots will not get building permission, will not receive regular water supply or services like roads, drainage and streetlights, and further sale registration will not be permitted. In practice this also makes resale and bank loans harder, and charges can rise once rebates end.
Is it safe to buy a plot that is still waiting for lrs telangana approval?
It is risky. You inherit any pending charges, and the application could be rejected if the plot is on a road, open space, water body buffer or master plan road. If you still go ahead, get the application number, status printout, fee receipts and a written commitment from the seller about who pays outstanding charges.
