HMDA plot vs gram panchayat plot – what is the difference and the risk?

HMDA vs Gram Panchayat Plot — The difference and the risk | Broker Network

Quick answer: An HMDA/DTCP-approved layout has its plan sanctioned by the urban development authority – roads, open spaces, and plot dimensions follow the approved plan, which makes bank loans, resale and construction permissions straightforward. A gram panchayat plot is typically part of an unapproved layout that only has village-level records; it may be cheaper but can face regularisation (LRS) charges, loan rejection, and resale difficulty.

Before buying any plot around Hyderabad, verify the layout permit number directly on the HMDA/DTCP portals, check the EC, and confirm the plot is not in a prohibited or buffer zone (lake FTL, nala buffer). Price alone should never decide a plot purchase.

How do HMDA, DTCP and gram panchayat plots compare?

FactorHMDA / DTCP-approved layoutUnapproved (gram panchayat-only) layout
Layout planSanctioned roads, open spaces and plot sizesLaid out by the seller; may not meet planning norms
Home loanMost banks will consider itOften rejected until regularised
Building permissionPossible against the approved layoutGenerally needs regularisation first
Registration riskLowerPossible issues with the prohibited-property list and refusals
ResaleEasier; more buyersSmaller buyer pool; discounted prices
Hidden costHigher upfront priceLRS fees, possible open-space charges, legal costs

HMDA covers the Hyderabad metropolitan region. DTCP covers layouts in other parts of Telangana. Make sure the authority on the permit matches where the plot actually is. Also watch the wording in advertisements. “HMDA-approved” sometimes refers only to a nearby layout or to an application that has not been granted. “Panchayat-approved” layouts carry no planning sanction of the kind HMDA or DTCP gives.

How do I verify an HMDA or DTCP layout myself?

  1. Ask the seller for the layout permit (LP) number and a copy of the approved layout plan.
  2. Search the LP number on hmda.gov.in (its development permission search) or on dtcp.telangana.gov.in. Newer applications may sit on the state’s online building and layout permission system, so ask the seller which portal holds the record.
  3. Find your plot number on the approved plan. Check that its size, road width and position match what you are buying.
  4. Ask whether the plot is one of those mortgaged to the authority until the developer finishes layout works, and when they will be released.
  5. Pull the EC from the registration portal. For land that was agricultural, check the conversion and land records on Bhu Bharati, which replaced Dharani in 2025.
  6. Check the lake FTL and buffer. HYDRAA has launched a portal for this, linked to HMDA’s lake data. Many lakes’ FTLs are still not finally notified, so ask HMDA or HYDRAA directly if a plot is near water.

If the venture is above 500 sq m or has more than eight plots, it should also be registered with TG-RERA.

Where does LRS stand in 2026?

The current Layout Regularisation Scheme dates from 2020 (G.O. 131 of 31 August 2020). Reports say it covers plots in unapproved layouts registered before late August 2020. In July 2026 the state extended a 25% fee rebate to 30 November 2026 for people who applied in 2020 and still have dues to clear. Do not assume a new window will open for plots bought later. Check your eligibility on lrs.telangana.gov.in. Regularisation also does not cure every defect. The High Court has held, for example, that land earmarked for public purposes cannot be regularised.

Is a cheap GP plot ever worth it?

Only if you can verify the title, can afford LRS and legal costs, and do not need a loan or a quick resale. Most buyers are better served by an approved layout in a slightly farther location. When comparing corridors, see our guide on which ORR areas may grow fastest. Avoid plots offered only on GPA – read is GPA property safe? Also budget for the full cost: the plot price, registration charges, any pending development or LRS charges, and the lawyer’s fee for a title search. Then compare the total, not just the headline price per square yard. Broker Network’s documentation and legal guides and document check service can help you verify before you pay.

Frequently asked questions

Is a DTCP plot as good as an HMDA plot?

Both are statutory approvals. What matters is that the right authority approved the layout for that location, and that your plot matches the approved plan.

Does a registered sale deed mean the layout is approved?

No. Registration records a transfer. It does not certify layout approval, FTL clearance or a clean title.

Will banks lend on an LRS-regularised plot?

Many lenders consider regularised plots, but each bank sets its own policy. Ask your lender with the regularisation proceedings in hand.

What will registering a plot cost?

Sale deeds in gram panchayat areas carry 5.5% stamp duty and 2% registration fee. Municipal areas carry 5.5% + 1.5% transfer duty + 0.5%. See registration charges in Telangana.
