Quick answer: HMDA plots in Shadnagar are layouts on the Bengaluru Highway (NH-44) side of Ranga Reddy district that carry a Hyderabad Metropolitan Development Authority layout permission (LP) number, rather than a DTCP or gram panchayat approval. Since G.O. Ms. No. 68 (March 2025) extended HMDA’s region up to the Regional Ring Road, more of this belt can fall under HMDA – but the approval that matters is the one printed on your specific layout, which you should verify yourself. Asking prices vary widely, and the RRR south section near Shadnagar still has no Centre-approved alignment.

Why do buyers look at Shadnagar?
Three reasons come up repeatedly.
1. An existing industrial base. Shadnagar is not a “future” story alone. Wikipedia lists MSN, NATCO, Aurobindo and V-Guard among industries in the town, and the ISRO National Remote Sensing Centre’s ground station complex is located here. Closer to Hyderabad, the Johnson & Johnson and Procter & Gamble plants sit side by side at Penjerla in Kothur mandal; P&G’s site spans 170 acres and added a ₹200 crore liquid-detergent unit in 2022. These employers create demand for rental housing and local services today.
2. Highway and rail access. NH-44 links Shadnagar to Shamshabad and the ORR to the north and Jadcherla and Bengaluru to the south. Shadnagar also has a railway station with regular trains to Kacheguda, which matters for workers who commute.
3. Price compared with ORR-adjacent belts. Plots here usually ask less per square yard than layouts closer to the ORR, which is why first-time plot buyers and NRIs look at it. The trade-off is distance: Shadnagar is roughly 50 km from central Hyderabad by road.
HMDA vs DTCP in Shadnagar – what is the difference?
Both HMDA and DTCP are legitimate planning approvals; neither is “fake”. The difference is which authority has jurisdiction over the village and therefore who must approve the layout.
- HMDA approves layouts inside the Hyderabad Metropolitan Region.
- DTCP (Directorate of Town and Country Planning) approves layouts outside it.
- Gram panchayat-only “approvals” are the risky category – they are not a substitute for a proper layout permission. Our explainer on HMDA plot vs gram panchayat plot covers why.
What changed: under G.O. Ms. No. 68 dated 12 March 2025, the government extended the Hyderabad Metropolitan Region up to the RRR with a buffer of up to 2 km, covering 1,355 revenue villages from 104 mandals across 11 districts (about 10,472.723 sq km), according to HMDA. That is why you now see more “HMDA approved” layouts in belts that were historically DTCP territory.
What did not change: a layout approved by DTCP before a village moved into HMDA’s region does not become an HMDA layout. And an advert saying “HMDA” is only a claim until you see the final LP number and confirm it.
| Approval type | Who issues it | What to ask for |
|---|---|---|
| HMDA layout | Hyderabad Metropolitan Development Authority | Final LP number and date, approved layout plan copy |
| DTCP layout | Directorate of Town and Country Planning | DTCP LP number and date, approved plan |
| TG-RERA | Telangana RERA (for registrable layouts) | RERA registration number; check on the portal |
| Gram panchayat only | Local panchayat | Treat as high risk; take legal advice |
Tip: “HMDA & RERA approved” in an advert means two separate things. Check both. Our guide on how to check if a Hyderabad project is RERA registered shows the steps on the TG-RERA portal.
What is the price of HMDA plots in Shadnagar?
There is no official “Shadnagar rate”, and we have not found a reliable published average for HMDA layouts here. What we can show is the spread of asking prices on a major portal.
| Snapshot | What we saw |
|---|---|
| Square Yards, Shadnagar plots page (updated 9 Oct 2026) | Asking prices for 133–500 sq yd plots worked out to roughly ₹11,000 to ₹28,000 per sq yd (our arithmetic: price ÷ area) |
| Listings explicitly tagged “HMDA & RERA” on the same page | Two layouts: one quoting ₹23,999 per sq yd; another (157 sq yd for ₹25 lakh) working out to about ₹15,900 per sq yd |
How to read this:
- These are asking prices, not registered sale values. Final deals can be lower.
- Most listings on that page did not state any approval at all. An unapproved plot is not comparable with an HMDA plot even if it is cheaper.
- Highway-facing, gated layouts with full amenities usually ask more than interior plots.
- Check the government guideline (market) value for the survey number on the Telangana registration portal – it also drives your stamp duty, explained in our post on registration charges in Telangana.

Does the Regional Ring Road pass near Shadnagar?
The RRR has two very different halves, and Shadnagar is on the one that is behind.
- Northern section (Sangareddy–Choutuppal, about 161.5 km): DPR completed and appraised by the PPPAC; NHAI invited bids in November 2025, with the deadline extended several times in 2026 because of pending approvals. This section does not run past Shadnagar.
- Southern section (about 201 km, Choutuppal to Sangareddy via the south): As of a Deccan Chronicle report dated 24 September 2026, the Centre had not decided the alignment and the project was not under any central scheme; NHAI’s DPR consultant was still preparing the report.
At the state level, HMDA issued a primary notification on 31 August 2025 for a 100-metre RRR alignment within the expanded metropolitan region, listing villages in Ranga Reddy mandals including Farukh Nagar, Kondurg, Amangal, Keshampet, Madgul and Talakondapalle. That is a planning notification, not a construction sanction.
What it means for a plot buyer: treat the RRR south as a long-term possibility, not a dated project. And check that your plot is not inside the notified alignment – being on the road can mean acquisition, while being near it may (or may not) help over time.
Checklist before buying HMDA plots in Shadnagar
- Confirm the village and survey number on the land record via Bhu Bharati and match them with the layout plan.
- Get the final LP copy – not a “draft” or “tentative” approval – and verify the number with the issuing authority.
- Check NALA conversion (agricultural to non-agricultural use) for the layout land.
- Pull an encumbrance certificate (EC) for at least 30 years. You can apply for it on the registration portal.
- Check RERA registration where the layout size requires it.
- Check the RRR and highway alignments so your plot is not in a road-widening or acquisition strip.
- Walk the site: internal roads, drains, electricity poles and water connections should exist, not just be on the brochure.
- Avoid GPA-only chains unless your lawyer has checked them.
Who should consider Shadnagar plots?
Shadnagar suits buyers who (a) want a plot with a lower entry ticket than ORR-adjacent belts, (b) can hold for the long term, and (c) value an existing town with schools, hospitals, rail and industry rather than a greenfield township. It is less suited to someone who needs to commute daily to Gachibowli or HITEC City. We do not promise or forecast appreciation – compare approvals and paperwork first.
Frequently asked questions
Are there HMDA approved plots in Shadnagar?
Yes, some layouts around Shadnagar advertise HMDA approval, and others carry DTCP approval. Since G.O. Ms. No. 68 of March 2025 extended HMDA’s region up to the RRR, more villages can fall under HMDA. Always ask for the final LP number and verify it with HMDA or DTCP before paying any advance.
What is the price of HMDA plots in Shadnagar?
There is no official rate. On a Square Yards snapshot updated 9 October 2026, asking prices for Shadnagar plots worked out to roughly ₹11,000 to ₹28,000 per sq yd, and most listings did not state an approval. HMDA-tagged layouts asked about ₹15,900 to ₹23,999 per sq yd. Asking prices are not registered sale values.
Is HMDA better than DTCP for a Shadnagar plot?
Neither is automatically better. Both are valid layout approvals; which one applies depends on the village’s jurisdiction and when the layout was approved. What matters is that the layout has a genuine final approval from the right authority, matching land records and a clean encumbrance certificate. Gram panchayat-only layouts are the high-risk category.
Will the Regional Ring Road pass through Shadnagar?
The RRR south section is still uncertain. As of September 2026 the Centre had not decided its alignment, and the DPR was under preparation. HMDA’s August 2025 primary notification listed villages in Farukh Nagar, Kondurg and other Ranga Reddy mandals. Treat RRR south as a long-term possibility, not a scheduled project.
How far is Shadnagar from Hyderabad?
Shadnagar is about 55 km south of Hyderabad according to Wikipedia, and route planners put the road distance from central Hyderabad at roughly 47 to 51 km. Trains from Kacheguda take about 1 hour 8 minutes. Actual drive time depends on traffic on NH-44 and your starting point in the city.
What documents should I check for a Shadnagar plot?
Check the sale deed chain, land record on Bhu Bharati, NALA conversion, the final HMDA or DTCP layout permission, TG-RERA registration where required, and a 30-year encumbrance certificate. Also confirm the plot is outside any road or RRR alignment. A local property lawyer should review the file before you pay.
